PG&E serves roughly 5.5 million electric customers across northern and central California. Rebate funding runs through the statewide TECH Clean California initiative rather than utility-specific programs, which means PG&E, SCE, and SDG&E rebate amounts are standardized and homeowner-facing criteria are identical across utilities.
TECH Clean California pays up to $3,000 for a qualifying air-source heat pump and up to $4,500 for a heat pump water heater. Rebates are point-of-sale through TECH-enrolled contractors, and the program is layered with CEC BUILD (the California HEEHRA channel) for income-qualified households.
California was the second state to go HEEHRA-live and has the largest rebate volume in the country. Because both TECH and BUILD are CEC-coordinated, a single contractor can file TECH plus HEEHRA plus any remaining utility-specific rebate in a unified submission.

Stacking with HEEHRA and federal credits
TECH Clean California and CEC BUILD (California HEEHRA) stack automatically when the install is completed by a TECH-enrolled contractor who is also CEC-certified. For income-qualified households below 80% AMI, the combined stack on a 3-ton cold-climate install routinely exceeds $11,000, and households in PG&E disadvantaged community (DAC) census tracts qualify for additional Equity Stack adders of up to $2,500.
ESA is mutually exclusive with TECH for the same measure — a household cannot receive both for the same heat pump. See the rebate stacking guide for the correct sequencing. ESA-eligible households should default to ESA because it covers 100% of qualified costs, which is a better outcome than the TECH + HEEHRA combination for income-qualified customers.
Application tips
Use a TECH Clean California enrolled contractor, not a general HVAC contractor. TECH enrollment is the gating credential for both the utility rebate and California HEEHRA — non-TECH contractors cannot file either paperwork, regardless of their state HVAC license status.
Confirm the proposed equipment meets Title 24-2022 and CEC tier requirements. California enforces annual efficiency minimums that exceed federal ENERGY STAR in most climate zones, and equipment that meets federal but not CEC minimums is categorically ineligible for TECH and HEEHRA.
If you live in a PG&E disadvantaged community census tract, ask your contractor to verify DAC status before filing. DAC classification unlocks Equity Stack adders worth up to $2,500 on top of standard TECH and HEEHRA rebates, and the adder is filed through the same point-of-sale portal when flagged correctly.
